European Council Commissioner for Human Rights Thomas Hammarberg has not been let in Tskhinvali Region by Russian occupants and representatives of the marionette regime. Thomas Hammarberg was waiting for their decision in the Georgian village of Ergneti for several hours. Finally, representatives of the Tskhinvali marionette regime arrived at Ergneti village to meet with the commissioner. Along with the short meeting, several shots were heard, after what Hammarberg left the territory. The European diplomat says, he is not going to refuse to enter Tskhinvali town and see there the four Georgian teenagers abducted from the village of Tirdznisi, Gori district on November 4. This is a hard work. There are a lot of problems. But the question is, whether those, who hold them would accept this and the conditions, of course. But, I think, they should be released. I ask that. The negotiations are going on, nothing is fixed yet, but I`m not going to give up. I am going to continue this until result is achieved`, Hammarberg said.
European Council Commissioner for Human Rights from Ergneti village went to the town of Gori, where he is holding meeting with the governor of Shida Kartli Region. Hammarberg`s visit intends to hold talks with representatives of the Tskhinvali marionette regime on release of the four Georgian underage citizens. Parents and family members of the abducted teenagers say, they really hope the teenagers will be released in consequence of the commissioner`s visit.

The situation is getting tense with the upcoming so-called presidential election in Georgia`s breakaway region of Abkhazia. One of the candidates for the so-called president, Raul Khajimba`s election program evidently contradicts the programs of other candidates. Khajimba`s program says, the Abkhaz nation is gradually loosing its culture, language and traditions; the agreements signed with Russia, do not take Abkhazia`s interests into account, that caused his resignation from the vice president`s position. The Georgian locals do not intend to participate in the so-called presidential election in Abkhazia, although they do not rule out that the election scheduled for December 12, may break down.

Protest rallies under `Everyone against Putin` slogan will be held in twenty-one countries of the world on Friday. The rally members in this form will object to the Russian policy. The one-day rallies will start at 17:00 GMT and be organized by the Georgian Diaspora in France. The organizers will ask the Sarkozy`s government to force Russia to fulfil the Sarkozy-Medvedev cease-fire agreement signed in @008. Except Georgian nationals, representatives of the Caucasian Diaspora, as well as NGOs will participate in the protest rallies as well. However, Ingush and Chechen nationals living in Belgium will be the first to join the Everyone Against Putin rally today.

CoE’s Commissioner for Human Rights Thomas Hammerberg has responded to Georgian MPs criticism.
Mr. Hammerberg told journalist at the Tbilisi International Airport that problems, which Georgia faces today, were familiar to him, he had worked a lot on similar problems and had a rich experience in the sphere.
‘It seems Georgian MPs aren’t well informed about my activities. If someone doubts my impartiality, I advise to read my reports on situation in North Caucasus, which is connected to Russia. In Strasbourg I’ve worked hard on the issue on the release of the abducted Georgian juveniles and I’m going to meet Georgian officials regarding the issue. I hope the detained children will return to their families soon’, Mr. Hammerberg said.
The Georgian MPs have criticized Tomas Hammerberg last week for his inactivity in the issue on the release of the abducted children.
The CoE’s Commissioner for Human Rights has arrived in Georgia today. The main theme of the visit is the release of the children detained by the Tskhinvali regime. Mr Hammerberg will stay in Georgia till 4 December. He plans to arrive in Tskhinvali on 1 December.

The German government will provide the population injured in consequence of the August war with supply of firewood for winter. The firewood supply has been delivered to more than 300 families in the village of Kvarkheti, Gori district. Patricia Flor, the German Ambassador to Georgia participated in the humanitarian rally.
The aid has been implemented by the grant of EUR 50000 allocated by the German Embassy. Germany has allocated over 10 million to Georgia for overcoming results of the war in the country.

Defence Minister of Georgia, Bacho Akhalaia has held meeting with his Poland counterpart today. Solemn welcome ceremony of the National Defence Minister of Poland, Bogdan Klich was held at the Ministry of Defence of Georgia this morning. After ending solemn welcome ceremony defence ministers of two countries held close-door discussions. The Defence Minister of Georgia made a few comments for representatives of media and stressed political-strategic importance of Poland as our friend country. `Intensive cooperation between the Armed Forces of Georgia and Poland is intensively carrying on. We discussed issues regarding strengthening our cooperation. We had talks about Georgia’s NATO integration and an encouragement received from Poland in this regard.` – Stated Bacho Akhalaia.
`For me it was a chance to exchange with the Georgian Defence Minister the views concerning security situation in South Caucasus and Central Europe. I appreciate the opportunity that yesterday I held meeting with President Saakashvili where we discussed the broader view of security agenda in Euro-Atlantic region. I hope that this meeting with your minister gave us both the prospects to extend and deepen Defence Cooperation. We discussed the verity of issues and we would like to deepen this cooperation by regular consultations that would be held either in Warsaw and in Tbilisi and would maintained high level of our strategic dialogue. We discussed also some particular issues of the educational cooperation. We discussed also the issues that are challenges for our countries; I mean modernization and equipment of the Armed Forces. The cooperation between the industries, the companies from both sides is one of the challenges.` – The National Defence Minister of Poland said.
Importance of exchange military-educational programs, experiences and skills stored in this field, deepen bilateral cooperation were stressed at the briefing as well. Later Bogdaj Klich accompanied by Polish delegation and representatives of the Georgian side laid a wreath at the memorial of the Georgian heroes who made supreme sacrifice for the territorial integrity of Georgia.

A Turkish national became a trafficking victim on the occupied territory of Georgia`s breakaway region of Abkhazia. Hussein Aydan, 39, arrived in Georgia from Samsun, Turkey and was able to enter the Russian town of Sochi, where he had to work with an Abkhaz national named Temur on a ship. The promise was not kept. Hussein Aydan was taken to the town of Ochamchire of Abkhazia, deprived of his passport and forced to work with thirty other Turkish nationals in unbearable conditions. After his life had been exposed to danger due to disobedience, Hussein Aydan decided to escape. He could arrive in the town of Zugdidi on the Georgian-controlled territory. He has already contacted with his family members and the Turkish consul in Georgia. Although Aydan crossed the Georgian boundary illegally, Georgian law enforcers will not file a suit against him, because he became a trafficking victim.

Бабицкий: Господин Штетина, с какой целью делегация Сената приехала в Грузию?

Штетина: В принципе, главной целью нашей поездки было информировать о позиции чешского парламента касательно русско-грузинского конфликта, поскольку Сенат парламента Чешской республики принял уже два постановления, где четко выражает несогласие с агрессией Российской Федерации против Грузии.

Бабицкий: А отношение ваше, может быть личное, к докладу специальной коммиссии Европейского Союза, где отвественность за события прошлого августа возлагается также и на Тбилиси?

Штетина: Я конечно читал этот доклад коммиссии. К сожалению, средства массовой информации в Чехии выбрали из доклада только один пункт, что в ночь с 7 на 8 августа прошлого года начали стрелять грузины первыми. Это конечно правда, но война началась уже давно, в начале 90-х годов. И этот военный ответ Грузии в августе прошлого года- это была реакция на присутствие грузинских войск, жесткой силы 58-ой армии, в Рокском туннеле. Что касается этой позиции двойной вины, как я это называю, невозможно это принять. Какая двойная вина, если большое государство, если такая огромная сила, как армия Российской Федерации, нападет на маленькую, независимую страну.

Бабицкий: Многие критики Грузии утверждают, что Грузия аналогичным образом ведет себя по отношению к своим другим соседям, маленьким соседям Абхазии и Южной Осетии, нападая на них. Есть ли, на ваш взгляд, рациональное зерно в этих обвинениях?

Штетина: Там ничего рационального нет; Грузия не нападает на какких-то соседей, грузинская армия оперировала на территории своего государства. Тем более, я думаю, что невозможно сравнить ситуацию в Южной Осетии и ситуацию в Косово, как Россия это делает, потому что в Косово правительство Белграда хотело изгнать 1,8 миллиона косовских албанцев и 400,000 уже изгнало. Но Грузия никогда, никаким образом, не стремилось изгнать осетин из Южной Осетии. Это- огромная разница.

Бабицкий: Означает ли вот этот подход, что Россия имела абсолютное право действовать в Чечне так, как она действовала и продолжает действовать?

Штетина: Решить внутренние вопросы можно различным образом. Чечня была традиционным имперским решением Российской Федерации. Якобы Россия не умела ничего другого, чем все вопросы решить танками. Возьмите последние десятилетия истории- танки, танки, танки. И в прошлом году это была Грузия. Это вообще в начале 21-го века невозможно.

Бабицкий: А “грады”, которые обстреливают город, это намного лучше?

Штетина: Вы помните, как омбудсмен Лукин, президент Медведев и премьер Путин 8 августа прошлого года сказали что-то вроде: внезапно ночью грузины убили 3,000 спяших южноосетин.

Бабицкий: Никто не говорит о геноциде. Жертв могло быть больше, могло быть меньше. Проблема не в этом. Установки залпового огня, которые обстреливают город, вот это проблема.

Штетина: Эта коммиссия могла работать только односторонне. Ни это коммиссия, ни другие представители разных международных организаций, таких как ООН, ОБСЕ, они не могут пойти в Цхинвали и сказать там как на самом деле это было. Россия опять повторила то, что сделала в Чечне. Она сделала из Южной Осетии черную информационную яму. Битва, любая военная операция в городе приносит жертвы среди градданских жителей. Солдаты это называют коллатеральными потерями, такое странное название.

Бабицкий: Ваши встречи с оппозицией как то корректируют взгляд на внутреннюю ситуацию в Грузии, когда оппозиция утверждает, что политический режим Саакашвили ограничивает политические свободы?

Штетина: Я спрашивал членов оппозиции, если это не значит какой-то опасности для Грузии, когда Москва может просто злоупотребить вот этими различиями между оппозицией правящими структурами. И они мне ответили, в принципе, логично. Они говорили, если мы хотим поддержку, например, Евросоюза, всей нашей битве с Россией, мы должны показать, что мы стремимся быть демократической страной.

Бабицкий: Я знаю, что вы часто бывали в Грузии, что вы любите эту страну. Как вам кажется, она развивается в последние годы?

Штетина: Я думаю, эта инъекция в 4 миллиарда, которая пришла сюда, видна. И растущая экономика- это гарантия того, что придет таже сила демократии и не наоборот.

Several renewed objects opened in the framework of the New Life of Old Tbilisi Project in Kalaubani district of Georgia`s capital Tbilisi on Sunday. The Georgian president attended the opening ceremony. Mikheil Saakashvili, along with Tbilisi Mayor Gigi Ugulava, also opened a renewed underground passage. The New Life of Old Tbilisi Project intends reconstruction of the old districts of the Georgian capital.

Members of the Parliament of the Czech Republic have arrived in Georgia today. They will meet deputy chairman of the Parliament of Georgia Mikhail Machavariani, chairman of the foreign affairs committee Akaki Minashvili, representatives of the parliamentary opposition, chairman of the human rights and civic integration committee Giorgi Arsenishvili and Parliament speaker Davit Bakradze. The MPs will also meet deputy minister of foreign affairs Davit Jalaghania, minister of corrections and legal assistance Dimitri Shashkini and state minister for reintegration issues Temur Iakobashvili today. The meetings in the Parliament will continue on 25 November too. The guests will be received by the chairman of the interim commission for restorqtion of territorial integrity, Shota Malashkhia, and the chairman of the committee for European integration, Davit Darchiashvili.
Before leaving Georgia, the guests will visit the Svetitskhoveli Cathedral, the Jvari Monastery, and the ‘Monastery of Mothers’ in the town of Mtskheta, while the Museum of Arts and ‘Karvasla’ in Tbilisi. The Czech MPs, members of the committee backing democratic development worldwide, will leave Georgia on 27 November.

The Tskhinvali Prosecutor’s Office has ended investigation into the case of detained Georgian juveniles, – the deputy representative of the de-facto President in post-conflict regulation issues, Merab Chigoev, told InterpressNews. ‘I am informed that the investigation has been over and the case will be transmitted to the court. A trial might be held in the nearest days. This is all that I know’, Chigoev stated. The so-called MIA staff of the Tskhinvali mode detained pupils of Tirdznisi secondary school: Giorgi Romelashvili (Born in 1995), Aleko Sabadze (born in 1995), Viktor Buchukuri (born in 1993) and Levan Khmiadashvili (born in 1992) on charges of illegal crossing of the administrative border on 4 November.

The Russian citizens, detained by Georgian law-enforcers in the village of Nikozi, Gori district, will be handed over to the Russian side by the European Union Monitoring Mission in the village of Ergneti at 12:00. The corresponding statement was made by the Ministry of Internal Affairs of Georgia. According to the Ministry, the Russian citizens – Alexander Borkov (born in 1988), Alexander Popov (born in 1990) and Maxim Berezin (born in 1988) – were detained for illegal crossing of the administrative border and violation of the visa regime at 16:30 yesterday.

Policemen, suspected of murder of a resident of Abkhazia, have been detained in Moscow, Interfax informs.
All three police officers, suspected of having beaten to death Abkhaz Eduard Gurtskaya, 19, in Moscow on Monday evening, have been detained. The city’s police patrol crews were alerted and instructed to detain the suspects immediately after the incident was reported, a source in Moscow law enforcement services told Interfax on Tuesday. ‘The suspects were wearing police jackets. All three were detained in southeastern Moscow,’ the source said. The detainees – Anvar Ibragimov, Alexei Chernikov and Viktor Kuznetsov – serve in the Moscow police department’s Second Operational Regiment, according to the source. They were drunk when they were being detained. They have confessed to having committed the murder and are being questioned. Moscow Police spokesman Viktor Biryukov has confirmed to Interfax that police officers of the Second Operational Regiment have been detained on suspicion of committing a murder.

Georgian president has opened another sector of the central highway. Mikheil Saakashvili drove a formula 3 on the Gori-Sveneti sector of the highway to check up the quality of the new road. President said the construction of the highway was underway within the scheduled terms. Within the visit to the Shida Kartli Region, Georgian president has also attended the presentation of a new police station in Gori. The new building was constructed on the territory of the former tank battalion of Gori. Afterwards, president Saakashvili attended the opening of two new bridges in the region. The Igoeti Bridge is 200 meters-long and the bridge on Lekhura River is 120 meters in length. Both constructions meet the international standards.

Former Spanish prime minister José Maria Aznar pays a two-day visit to Georgia. Former Spanish PM arrived in Tbilisi late last night. Georgian Minister of Economic Development, Zurab Pololikashvili greeted the guest at the Tbilisi airport. Today, the guest will arrive in the Tserovani settlement, where the IDPs from the Shida Kartli Region reside. Meeting with the president of Georgia Mikheil Saakashvili is also on the agenda. After the closed meeting, the president and the Spanish politician will hold a joint briefing for media.

Russian journalist Yulia Latinina talked about the political and economic reforms and the situation in Georgia after her visit to Georgia in the air of the Radio Echo Moskvy, where the journalist was invited to the studio of the program the Access Code. The journalist hailed how briefly Georgia managed to carry out successful reforms. Russian journalist said that Georgia should become an example for Russia too. …Одними из самых активных политиков возрождавшегося в девяностые годы Кавказского конфедеративного движения, были представители Абхазии. Как Вы полагаете, существует ли опасность того, что признание Россией независимости Абхазии и Южной Осетии по истечении лет ударит обухом по самой политике Кремля на Кавказе, создавшего в новейшей истории страны такой прецедент? С этого вопроса началась наша беседа с членом руководства российской партии «Яблоко» Андреем Пионтковским.

- Эта опасность воспринималась еще на этапе принятия этого решения, причем, на нее указывали не только оппозиционеры, а в общем, люди, принадлежавгие как бы к такому “мэйнстриму” российскому внешнеполитическому. Я помню, что как раз между 15 августа (окончание активной фазы военных действий) и 25 августа (признание) довольно редкая для нашего времени была дискуссия публичная: по телевидению, в газетах выражались разные точки зрения. МИДовские работники понимали, что это – ошибка. Но эту ошибку невозможно исправить. Там уже Никарагуа, еще кого-то задействовали… И сказать: “Извините, это была ошибка” – это было бы еше большей глупостью. Я помню, как бывший первый заместитель министра иностранных дел СССР Адамишин, патриарх российской дипломатии, резко выступал, говоря, что это может привести к непредсказуемым долгосрочным катастрофическим последствиям. И он анализировал целый ряд сценариев. В частности, один из тех, о котором Вы только что сказали. Но не только. Эта же ситуация, ну, например, вокруг Осетии. Если Южная Осетия может быть независимым государством, чем такое гораздо более функциональное образование, как Северная Осетия не может быть таким же независимым? Может быть осетинский народ захочет воссоединиться, как немецкий, например. А что у нас может через десять лет произойти, используя такое прецедентное право, на Дальнем Востоке? Совсем недавно Путин и Медведев заключили несколько сотен, по-моему – до 800 соглашений с китайцами, на мой взгляд – чисто кабального, колониального характера. Сырьевые ресурсы Сибири и Дальнего Востока будут эксплуатироваться китайскими кампаниями и просто демонстративно, как бы издевательски вывозиться на сотни километров на юг, за китайскую границу. И они по ту сторону границы построят перерабатывающие предприятия. Так вот, самым интересным пунктом их соглашения является то, что рабочие-то будут китайские. Будут привозить туда китайцев – и паспорта не надо раздавать!

- То, есть, готова к реанимации Дальневосточная республика?

- Республика, да, как первый шаг. А между прочим, эта идея дальневосточной республики никогда не умирала. Поэтому, вот такая безвыходная ситуация. А та угроза, о которой Вы говорите, она вполне реальна в свете разворачивающихся событий на Кавказе. И никакие “наместники” на Кавказе ничего не поделают. Что это вообще за “ермоловщина” такая?!

-Вы имеете в виду последнее решение Кремля учредить на Северном Кавказе должность спецпредставителя?

- Да, но еще не решение, а последнюю идею нашего либерального президента.

The four underaged Georgian citizens have been sent to the two-month preliminary custody. The two co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the war between Georgia and Russia today called on the de facto authorities in Tskhinvali to release without delay the four Georgian teenagers arrested on 4 November 2009. “The arrest and prolonged detention of these young people will only increase the tensions and bad blood between the people in this bitterly divided region,” said the co-rapporteurs, Mátyás Eörsi (Hungary, ALDE) and Luc Van den Brande (Belgium, EPP/CD). “Moreover, this incident once more underscores the need for full and unimpeded access for international monitors on both sides of the administrative boundary of the breakaway region of South Ossetia, as we have repeatedly called for in our reports and Assembly resolutions.”
